OPM Final Rule on Administrative, Investigative, and Notice Leave Reporting

Summary

The Office of Personnel Management (OPM) has issued final regulations for reporting on administrative leave. GovTA, Paycheck8, Time and Attendance (T&A) Instructions, and Insight will be updated to include new Transaction Descriptors (TDs) titled Investigative Purposes, Investigative Leave, Notice Leave, and Other Paid Time Nonduty Status. Information/Research Inquiry System  (IRIS) updates are to be determined. Changes are outlined below.

The following TDs have been added for GovTA, Paycheck8, and T&A Instructions and will be used in conjunction with Transaction Code 66, Other Leave:

Agencies with their own T&A front-end applications must make the necessary modifications and/or coordinate with their vendors to be able to utilize these new TDs.

Insight

Insight has been updated to allow for reporting the new TDs.

The applicable procedures will be updated to reflect this change. To view these procedures, select HR and Payroll Clients from the MyNFC drop-down menu on the National Finance Center (NFC) Home page. At the HR and Payroll Clients page, select the Publications tab, select System Documentation from the Publications Library section, and then select the applicable system/application page to access the procedure manuals.
